He referred to what he described as gunboat diplomacy by Washington in relation to Venezuela and Iran.<\/p>\n<p>He added that Russia\u2019s updated naval shipbuilding programme to 2050 would soon be submitted for approval.<\/p>\n<p>Patrushev further said Moscow believed that NATO planned to blockade Kaliningrad, Russia\u2019s exclave on the Baltic Sea.<\/p>\n<p>Any such move, he said, would amount to deliberate escalation.
